A-Gas announced their support of California’s recent regulatory changes by providing its PENGUIN Certified Reclaimed Refrigerants, which are fully compliant with the latest state requirements outlined in Assembly Bill (AB) 663.

AB 663, signed on October 1, 2025, clarifies California’s State Bill (SB) 1206 and establishes strict criteria for what qualifies as a certified reclaimed refrigerant. Under the law, certified reclaimed products are exempt from hydrofluorocarbon (HFC) global warming potential restrictions, provided they meet specific criteria: each cylinder must contain at least 85 percent reclaimed material by weight, be AHRI 700 certified, achieve a minimum purity of 99.5 percent, and be processed by an EPA-Certified Reclaimer.

The new legislation also eliminates ambiguity regarding inventory, with a clear mandate that stockpiled refrigerants which do not meet these standards are now deemed non-compliant regardless of their purchase date. Non-compliance carries significant civil and criminal penalties.
